As Karnataka Examination Authority KEA declares the KCET result every time in the month of August September.
As this year you got 43 marks in KCET so your ranking would be from 50000 to 60000 in between these rankings you would be getting listed.

I hope that you are doing absolutely fine.
If you can't able to apply for cet 2021, make sure you are a registered candidate for neet examination. If you are a registered student, you should be able to apply for cet and get verified by it also. Please check the details and credentials, if you are a registered candidate, and try to login again. It might also happen that the servers might get crashed due to very limited traffic on the website and this will also be the reason for you to not able to login in cet.

If you are facing this issue then you should immediately contact K-CET support or helpline for help. As the document verification dates are approaching, you need to be quick. Just contact K-CET helpline through email by mentioning your hall ticket number and send them the QE marks. You can find the contact information in KEA website. I hope you got the point after reading this answer.

It may be possible that It was not uploaded at the first. So i think that you should wait for 1 or 2 days. In case that you do not find CET result uploaded then I recommend you to directly call the administration and make them aware of the problem again. so that it can be solved out.

You don't have to pay the registration fee again for taking part in counselling. You can simply register for counselling by following these steps:
Candidates have to verify there documents. Verification of documents will be done at at specified center. After completion of verification a unique ID and password will be provided to candidate. Following documents will be verified:
KCET admit card
KCET application form printout
Proof of application fee payment
Recent passport size photos (2)
Score card of 10 th and 12th standard
After verification of documentation, original document will be return to candidate and KEA wil keep one photocopy of all documents.
A verification slip and acknowledgement card will be issued to Candidate.
After verification, candidate will have to fill their preferred choices of colleges and course by log in using their CET number.
After this, result of mock seat allotment will be announced. Mock seat allotment is conducted so that candidate can know their chance of getting a college on basis of their choice and merit. So candidate will be able to change their choices after mock seat allotment.
After allotment round candidate will have to pay full tution fees in order to confirm their allotted seat within stipulated date and time .other wise there seat will be cancelled and they will not allowed to participate in further rounds.

Yes definitely you can take part in NEET counselling of either state quota or of AIQ even if you took part in CET counselling. If you are not satisfied with the seat allotted in CET counselling then you can definitely tri in NEET Counselling.
Till now MCC, the counselling authority for AIQ counselling has not released any notification or any announcement regarding dates for NEET 2021 counselling.
But it is expected to start anytime soon so you should keep regular check on the official website of MCC as given below :-

Hello Candidate!
Since you chose to 'freeze' your allotted seat in round 1 itself you will not be considered for the subsequent round 2 or 3.
However, you will be able to participate in CAP round IV. The seats available for this round shall be published on the website. You are allowed to fill in or edit the already filled online option form. The seats to be allotted during this round shall be subject to the following conditions.-
(1) Before start of this round, you can change their option from Freezing to Floating or vice-versa
(2)
Following candidates will be considered eligible for this round:
a. The eligible Candidates who have not been allotted any seat in any of the previous rounds or not participated by the way
of not filling the Option form in CAP Round I; or
b. Those who have taken and cancelled their admission in the earlier
rounds; or
c. Those who have rejected the offered seat by not reporting to the
Admission Centre ; or
d. Those who have Freezed the admission in earlier rounds but are
desirous of changing the option to Floating in this final round.
(3) Floating options are not available in this round as it is the final CAP Round.
(4)After final CAP Round, you shall report to the institution finally allotted and confirm your admission in the institution.

The central library provides technical books and there are libraries in each department as well. The living spaces are clean and well maintained.
