yes you can apply for the architecture in maharashtra, for that you have to appear in MHT CET. The eligibilty criteria for appearing the exam is simple:
1. applicant must have 50% aggregate score in 10+2
2. have physics chemistry and maths in 10+2
3. must have secured minimun qualifying score in NATA or Jee Main (paper II)
The exams generally happens in the month of may and the results declared in the month of june (1st - 2nd week). The admissions process starts through an online counselling which you will be notified through its official website.

In order to persue your career in Architecture in Maharashtra then you need to appear in MHT CET or NATA. The application process of MHT CET generally starts in the month of march and exam held in the month of may. The admission process starts in the month of june or till last week.
If you want to do architecture through NATA in Maharahstra you are also eligible through this exam. Its application generally starts in the month of february and declare its results in month of july. Also NATA held twice a year for the same you need to follow the instruction from official website. Admission process starts in the month of august.

It is recognized by COA and AICTE FOA, Lucknow is also a better choice from the angle of financial benefits. Its a state run institution so fees is subsidized up to 80% of private colleges including caste quota subsidies.
Apart from it, the college is located in the heart of Lucknow unlike other college which are usually at the outskirts. Lucknow is a cool city to live in and if you are from UP and wish to not go outside UP then it will be best for you to join FOA.

You may have some chances of getting an architecture seat in Jawaharlal Nehru Architecture and Fine Arts University. The number of seats available in JNAFAU for B. Arch is only 45 and all are Self supporting structure seats. The only problem here is that JNAFAU is one of the best Institutes of the state offering architecture and provides admission to students who have secured a great rank in NATA exam. The only way I see that you can be part of the state university is by some sort of reservation or caste category that you belong to. The seats for architecture in JNAFAU is filled first by the top architecture rank holders of the state i.e. those with the best SAR or State Architecture Rank.
However, you definitely have some chances of being a part of JNAFAU as well as being a part of any other government Architecture Institute.

It's great to hear that you have been selected for NITs, heartiest congratulations for that!!
As you have already got into KEAM in a self-financing college, then you have to first cancel your enrollment and then go for NIT admission. In order to cancel your enrollment, you have to consult the college administration and ask for the formalities to be followed for the same.
Regarding the penalty, you have to consult with your student counsellor and the admission adminstrator and explain your situation and then follow their instructions carefully.
