For the course of Bachelors in Commerce, one is eligible if and only if he/she have passed the 10+2 examination. As a result, with only the ITI certificate you can't take admission to the course of BCOM. Now if you wish you can take admission to the course of Diploma in Engineering course with the ITI certification lateral entry but its not possible for you to go for the course of BCOM just after ITI.

If you talk practically, these both courses are not similar. Though both are for commerce students, but B.Com is mainly for economics, accountancy and such subjects but BBA is purely management! So its upto you. You have to consider your future prospects and than you should decide. If you want to go for banking service or professional courses like CA, CS, CWA,etc than B.Com would be more preferable but if you want to pursue MBA or other management subjects whether in India or outside, than BBA would be more preferable.
