Yes dear, B.Ed programme is also available in Distance mode these days at Jamia Millia Islamia University (JMI) and Indira Gandhi National Open University (IGNOU).

2. Indira Gandhi National Open University-
Both the universities are Central Government based and offer NCTE recognised B.Ed programmes. Both haa same duration of intership however IGNOU has more competition than JMI.

if you donot want to the college which is alloted to you then you does not need to much pressure and tension
as the Rs.5000 is refunded i will tell you in counselling there is a option of does not accept the seat and click on it after login with your details
and if you donot accept your seat you will get the refund . as your bank details is filled in counselling process in that account you will get refund

As per your query , I would glad to inform you that it is surely possible to persue two degrees at the same time but from different universities .But one of the degree you have to do in open ,it is obvious and not possible to persue two regular degree at the same time but yes one open and one regular from different universities is possible
