EC which is the Electronics and Communication / Telecommunication branch of engineering is more inclined towards communication rather than electronics. You will be studying about some of the basics of electronics but they will be teaching only the overview of it rather than going deep into the subject. By your third you will mostly be learning about the communication/telecommunication which will be carried out till your final year. You will be studying subjects like RF and Microwave Engineering, mobile, Satellite Communications, analog and digital communication, RADAR, Computer Networks, Internet.
Now EL which is the Electronics branch of engineering, is inclined towards pure electronics. They will be teaching you about circuit theory, Electronic instruments, Digital and Analog Electronics .
But do keep in mind in your first year of engineering all branches will be having the same subjects where you will be studying some of the subjects of the other branches.

I think if like any other student you prefer Placements and Academics over Research, do choose NIT Agartala Electronics and Instrumentation. In todays date, NIT Agartala is perhaps the most important institute in North East after IIT Guwahati and NIT Silchar. It has excellent infrastructure, faculty and research facilities and more or less standard placements in domains of Electrical, Electronics and Computer Science.
Environmental or Engineering Physics at DTU are both good only if you plan a career in Research or plan to go abroad or to higher technical institutes in India like Top IITs or IISc Bangalore for a Masters degree.

Since you have EE background as mentioned, doing M tech in the preferred stream from a good IIT, you must first qualify the cutoff for EE branch. In order to qualify, you must score the minimum marks that is required in the GATE exam released by the official authorities. But, if you score lower than the GATE cutoff for EE, will have very less chances of admissions.
GATE cutoff for EE branch depends upon various factors and parameters like no. of students appeared for the exam, seat availability, exam difficulty level and previous years cutoff trends.
Seeing the previous years cutoff trends, the cutoff for EE branch in continuously increasing each year to year.

The both mentioned choices are really great when it comes to the faculty and quality of education. The placements are decent enough as well. I'd recommend NIT Uttarakhand because of the reviews it has as well as the fact that it's an NIT so it would be great for your resume as well. But ofcourse make the choice based on what's more accessible to you and which one do you prefer.

IIT BHU is one of the top IIT's. Taking case of the ECE branch here, it is good. College has a good infrastructure as well . Full wifi is here and all the facilities are given to students. The campus environment is very nice.
The best branch of IIT BHU is CSE . But ECE is also good . Talking of placements the highest package of last year was around 30 lakhs whereas the average salary offered here is around 6+ lakhs per annum.
Various companies visit here like amazon, microsoft , oracle , amazon etc. The percentage of placements in ECE branch is nearly 95% here. You can check more details about the college at the below given link.
