You have given these 3 options, so it might be the colleges that you would get it seems.
These colleges, i.e. NIT Bhopal, NIT Agartala and NIT Jalandhar. All the 3 NITs are good enough in terms of quality education and moderate placements.
But, at last, you have to decide which one is better for you amongst the three !
You may choose either by means of location , that is, which NIT would you choose, the one that is nearer or the o e which is furthest. Many students leave those NITs which are far away from their home towns.
And the second one being the branch that you want to get into ! That is, which branch would you choose depending upon your interest or want for studying as career guider. I mean metallurgy, or electronic and instrumentation,etc.

Electronics and instrumentation engineering is a specialised branch with high percentage of placement. The average placement is 3 to 4 lakhs per annum if you are having a good score and experience give me get a placement upto 7 to 8 lakhs per annum.

Iet Lucknow is good college first of all, it's placement scenario is also very good.
And electronic and Intrumentaio engineering is a specialised course hence it has very good scope in the industries. Hence if you get a chance do pursue it, it would eventually give you a good career.

So as per the market basis and previous records of IIIT Bhubaneswar CSE must be your first preference because the placement is of high amount as always, then you must go with E&TC because it has vast scope in corporate as well as in government jobs, EE it is evergreen branch and then IT because ratio of placement is least in this branch.
As an SC Caste category you can easily get admission in JSS Science and Technology College
