The NTA has considered your january score and not your september score in to account only because your january score is higher than your september score.If you haven't mentioned about your caste reservation in your january application then i don't think that you will be eligible for that reservation during the counselling and now i think that we won't be able to change that.The one thing you can try is that when you go for self reporting for accepting the seat, carry your ews caste certificate along with you and tell the officials there about the problem.Then they might help you in some way.

Secured with a rank of 619 in IPU CET B.SC Nursing, yes you may be eligible to get a government college according to the course of your choice. Candidates who have managed to qualify more than or equal to minimum cutoff marks are enlisted in the merit list. And those names are in the merit list will be allowed to proceed further for admission and counselling rounds. Since you managed to be in the merit list and your name along with the merit also is in the result list, so you will be eligible for admission. The allotment of colleges will be notified as per your rank in the CET test. So make sure you have all the necessary documents so that you can go for admission without any hesitation.

11131 is an extremely high rank in AP EAMCET. There is no chance that you will get back agriculture seat in a government college. Even if you have economically weak section reservation, it is still not possible for you to be part of any of the government institutions that offer b.sc in agriculture. The total of seats ,including both government and private seats , in colleges providing admission through AP EAMCET is only less than 800( 794 to be precise). So you can see your position with respect to your rank in getting a government seat for pursuing a career in agriculture.
However, the only way for you to do so, is by getting an admission in private institutes through management quota. It is the only option available for you if it exists.
Now the thing that you should look for is the good private institutes that provide admission to students in b.sc agriculture. You should compare them on the basis of placement prospects, higher education, astute teaching faculty, good infrastructure, skill oriented education, etc.

With the top score being 720 which is 19 marks greater than 2019's top score, it is difficult to predict chances. But based on the analysis of the experts, on the and going by previous years data, with this score a few Colleges that you may have a shot at, you have borderline chances in:

The EWS category is an official reservation category that needs to be considered for admission into every college. So college consider EWS category also as other category. You can surely apply for private medical College.
Most of the colleges doesn't have fees as per the reservation. The fees seems to be same for every student. There might be some college that may offer scholarship to reserved category students .
