Now coming on to the mop up rounds, it provides admission to the remaining vacant number of seats in different colleges on the basis of applying candidates for which you can register yourself in order to participate in these Rounds.

This year in 2020 if you have the esi quota you'll not get any advantage, because from this year esi quota'll not applicable in the esi medical colleges. If you have other quota like sc/st/obc then you can get advantage otherwise not. So in neet 2020 if you have esi quota you'll not get any advantage as it is not valid from this year.

See mostly government college will not participate in mop up round. Even then chances are extremely less for you to get a seat in government college. The competition is extremely high, even the one who got 580+ in NEET under OC category did not get a government seat, I was stating this because to make you analyse the competition level. But there are chances for you to get a seat in a private or deemed college. If you are desperate about a government college then take NEET for the second time. Let me remind you that the one who got 720/720 was taking NEET for the second time. Having hope till the end is never wrong.
