Nowadays, after completing an MD/MS, it is almost mandatory to pursue a DM/M.Ch as the number of PG seats available increases year after year, as does the competition. I'm listing here the MD/MS courses that students can take to get into the appropriate DM/M.Ch courses.
Varying states and institutes have different requirements for which super-specialty courses can be completed while completing which MD/MS courses. Because 90% of these conditions are the same in all institutes or states, students must manually check their local states' list of permitted super-specialty courses.
MCI Regulations are more significant than State and Institute rules. It describes all DM/ M. Ch courses as well as the prerequisite MD/ MD courses for a candidate to be qualified for super specialised courses.
According to MCI PG Medical Regulation 2000, the following MD courses are prerequisites for DM programmes.
According to the above table you are eligible for a DM degree in Cardiology or Neurology.

Based on your question let me tell you that for MBBS graduates, MCh can be pursued as a 5-year degree while for MS graduates, it is offered as a 3-year course. Also, MCh can be pursued as a 5-year degree program after MBBS with the major eligibility requirement that the student is a registered doctor with MCI or state medical council.

It is difficult to predict because cut-offs changes from year to year and depends on many factors like category, number of students appeared in the exam, difficulty level of the exam, number of seats available, etc.
You can try for All India Quota if you won't get seat then go for second round in State Quota. You might get seat in Private Medical Colleges.

Firstly congratulations! you cleared the cut off of the neet pg examination.
Since you have cleared neet pg then it is a big yes that you can get courses you mentioned above for MD. Now if we talk about whether you can get the government college or not then I suggest you to enroll in counseling.
For the counseling of neet pg then you have to register on the all India counseling. As per rules and norms there is only centralised counseling for neet pg.
Since the counseling is on hault for some reasons I request you to apply in counseling and should wait for the results.
