Grant Medical College, Mumbai is a government medical college and has 250 seats for MBBS UG. No seat here is a management seat.
I am assuming you belong to the general category, so here is the previous year cut off for this college in various rounds-

MOP UP ROUND 1- 645
MOP UP ROUND 2- 637
The fee structure is around Rs. 55,000- Rs. 62,000 per annum (tuition fee)
As you know, GMC Mumbai is a highly reputed government medical college and only candidates with a very good score in NEET can fetch a seat in this college, as you can see from the previous year cut off.
Since you have a low score in NEET, getting a seat in this college would be difficult for you. A safe score would be 650+ to get admission in this college.

There are many colleges in India that has minority quota for different minority such as Muslim, Christian, Jain etc. These colleges have particular percentage of seats reserved for minority quota. For minority quota you need to have a certificate or an affidavit that says you belong to that particular minority. If you do not belong to any of the minority you can still get admission in minority colleges on the basis of your score. Minority colleges also have few seats for management quota so you can definitely get in any colleges through management quota even if you do not belong to any particular minority.

You can also apply in private colleges through government quota if you have less than 550 marks. For a seat through government quota you can apply online as well. This is extremely low marks in neet even if we consider your schedule caste category.
Rajasthan is very competitive state and due to large number of candidates it's cut off marks usually goes higher then AIQ counseling cut off marks also.
Now if we talk about cut off marks for SC category in neet 2021 in AIQ counseling then it was 470+ marks in stray vaccancy round counseling.
In state quota counseling for govt seat cut off marks was almost 530+ marks for SC category and 465+ marks for payment seats in govt college in rajasthan.
So by comparing you fall very much behind and you don't have any chance of getting govt MBBS seat in any counseling.
You need 500+ marks in today time in SC category also for being on safer side to get admission in govt MBBS college.

As you have missed your NEET UG registration so now you have to wait till next year because NEET UG is conducted only once in a year and for this year the registration process has already been closed. And without appearing in NEET UG you cannot have valid NEET UG score without NEET UG score you are not eligible for admission to MBBS/BDS/BAMS/BHMS and some other AYUSH course for which NEET UG is mandatory.
However NEET UG is a the only largest medical entrance examination mandatory for admission to aforesaid courses either through management quota Or through state quota.
