Yes you can definitely appear for JEE-Main 2023 examination even if you do not secure 75% in 10+2. Because there is no any requirement of 75% to appear for JEE-Main but it is required for admission to NITs/IIITs/GFTI.
So, you will not be eligible for admission in NITs/IIITs/IITs on the basis of JEE-Main 2023 or JEE-Advance 2023 score if the criteria of 75% gets restored in 2023 and you have not secured 75% or more in board examinations of 2022.
This criteria has been relaxed due to temporary effect because of COVID-19 and if everything goes well in 2023 then this criteria might get restored.
However you will be eligible to appear for JEE-Main 2023 because to appear in JEE-Main so even if you score less than 75% marks in 10+2 or equivalent than also you can appear for JEE-Main 2023 even if the criteria gets restored but you won't be eligible for admission to NITs/IIITs/CFTIs neither you will be eligible for JEE-Advance 2023 even if you qualify JEE-Main 2023.
This time JEE-Main is being conducted in 2 sessions only as per the revised schedule given below,

Hope you are doing great. For CLAT that is Common Law admission test the question paper is divided into different sections and GK is one of the best scoring section you have. In GK part you get score easily and I suggest to buy the Lucent's for static GK, the book even includes legal history and you can even refer to R.K Gupta. When it comes to current affairs it is better you can follow news online and you can avail different monthly and weekly current affairs from the website Affairs cloud etc.

First of all, I want to advise against being too certain about skipping a year because even one year is quite valuable for your job. You have plenty of time to prepare for the JEE this year, and if you really want to get into IIT Bombay, put in the effort, understand the fundamentals of each subject, concentrate on applying what you've learned, and master every concept. If all else fails, you'll get into any other IIT or NIT this year, which is also a good option. You can also accomplish your future goals by attending one of these universities since, although your platform important, what matters most is how much effort you put out when you were a student.
And after that, if you truly want to decrease and take a chance, you should first get a respectable board rank, percentage, or grade because you are initially placed in the batch based on your grade in grade 12. TX1 for English-medium kids and TVH1 for Hindi-medium pupils in Allen kota are the best JEE applicant batches. Your position in your batch and the entire Institute will be determined by a cyclic test series that you must take after receiving your first batch. According to their standing in the institute, pupils will be replaced every two months.
In order to stay in the top batch, you must work twice as hard as the other students in your class because the majority of them have already taken a two-year break and have nearly passed the JEE but are retaking it in the hopes of getting into a better IIT or NIT.

As you know that there is a high competition in NEET examination it is very uncertain to say any thing regarding it.
With each passing year the cut-off is riding rapidly. There are more than 15 lakh students appearing in this examination to fight for the limited no. of MBBS seats in government colleges.
It is very difficult to say anything at this point because as we see the past year records the cut off mainly stands around 590-610. Many students cannot lock the government seats due to lack of 4-5 marks.
So I will suggest you to wait for the results and councelling because everything at the end depends upon your marks and rank.
Secondly, the cut-off and seats also depends upon your state. As you have stated that you are looking for karnataka region keeping the high density of competition it might be difficult for you to get a seat this year in MBBS.
But do not feel depressed you can wait for the councelling and if not made it up you can again try next year and rock it!!
