Yes can do llb in Hindi medium in government law college bikaner. LLB course can be done through both mediums Hindi and English. It depends on your choice and comfort level.

If you are a Hindi medium student, then definitely you can pursue your llb in hindi medium. But I'll suggest you to change your medium to English after 2 or 3 semesters, as the maximum and some of the best course materials of law are available in English only. And also, English is an important aspect to pursue law as the court proceedings in high court and the Supreme court Of India are conducted in English language only. Many important judgements and case laws are available in English only.

So, it is very much advisable to you to shift to English medium after 2 or 3 semesters. It won't be difficult for you if you will really want to do it.

No, you can't apply to GLC before giving CET LLB 5 years because CET is now the only way to get admission in GLC. You will have to give CET — Maharashtra and according to your marks and as per merit list you shall be alloted college according to your marks and preference.
