You should go in SRM if you have no budget issue. If you have some budget problem you can go in UPSEE affiliated college as per your choice.. you will definitely get good college in UPSEE

Yaah definitely you will get BITS campus this year, since your CGPA in your first year is very good as well your obtained marks in BITSAT is also upto the mark through which you may get admission in the BITS promisses. 
But before paying the next sem fees of your college you may first submit the application form and letter to your respective branch HOD such that he may talk to higher official of your college as soon as possible before the admissions of BITS will begin.

No you are not eligible. Officially for 2017 the maximum age limit is 19.5 years.

There is no update for 2018 so the criteria for 2017 shall be considered till then.

Which branch syllabus are you asking for in NIT Srinagar?

Generally, the session starts in the month of August only but I would suggest you to get your exact class schedule from the college itself.
