These colleges typically have SC cutoffs in the general range of 470–500 marks under AIQ. The chances are greater in newly established institutions, northeastern states, and dedicated AIQ seats.
You cannot get admission into veterinary college through AP EAMCET anymore. From 2023, veterinary seats in Andhra Pradesh are given only through NEET exam. So, your EAMCET rank of 12,000 under BCA category will not be considered for veterinary admission.
If you did not write NEET, you cannot join BVSc (Bachelor of Veterinary Science) in AP. You will need to write NEET and qualify with a good score next year if you want a seat in a veterinary college.

With 27,222 rank in AP EAPCET BIPC stream and BC-D category, you have a good chance to get a free (convener quota) seat in Pharm.D in Andhra Pradesh.
Last year, students with ranks up to 85,000 also got Pharm.D seats in colleges like Andhra University. Since your rank is better than that, and you also belong to the BC-D category, your chances are high to get a seat in a government or private college under state quota.
You should take part in AP EAPCET counselling, choose Pharm.D as your first option, and give priority to government and reputed colleges. If Pharm.D is not available, you can also keep B.Pharm as a backup choice.
