420 rank is a  good rank in OJEE Considering the previous year cutoffs and your OJEE rank , you have good chances of getting a seat in government colleges. But the cutoffs are different for different branches , and you haven't mentioned your prefered branch.

Not only your Rank, admission in colleges will depend on several other factors also, such as -

Cutoff which varies every year

No. of students appeared in the exam

No. of students qualified the exam.
