Yes It will be a problem if you don't have Odisha state Domicile certificate. If you have stayed more than 10 years, then you can make your domicile certificate.
The eligibility criteria said by the officials that the permanent native of Odisha can apply for Odisha MBBS 2019 so it will be applicable for 2020 also.
If you are not a permanent native of Odisha then you are not eligible to apply for OJEE NEET.
You can apply for other state under open category for SC reservation. If your score and rank is good then you will surely get an admission.

If this is about admission in Medical colleges, then NEET is the only entrance examination for admission to all Government/Private/Central/Deemed Medical Colleges and Universities. There is no more any State level Entrance examination. So if your goal is to get a MBBS seat in a GMC in Odisha, it is NEET. It is also the entrance examination for admission to Dental, Ayush and Veterinary Colleges across India.

The admission process is done as follows:-
If you are eligible to get a seat in the preferred colleges in the first round 1,then you are given that seat and it appears on your profile.
If you dont get a seat in the first round then you can opt for second round and if you are eligible for getting a seat in the second round than you are given a seat else you dont.
like this way the process goes on until all rounds are completed and in every round the cutoff decreases by some marks.
In your case, you may have got a seat in the first round but you may have not selected or confirmed that seat and moved for further round. And in the next round you did not got any seat because maybe you are not eligible for getting a seat in the colleges you wanted.
so now you can wait for further rounds and hope that you can get a seat.

Ideally it is expected that you give OJEE to get admission into colleges in your state. However there are alternatives to it
1- Try management quota( no reservation applicable, first come first serve basis,donations maybe applicable)
2- Get a very high score in your 12th grade exam and approach collegs to provide you a seat. Mostly they do not but if you have good 12th score and let's say you have olympiad medals then private colleges will provide you seats
