In order to confirm your seat your are supposed to report to the college and pay the fees. Since you have not done that, they have excluded you from counselling and hence you will not be allowed to participate in further rounds. However,do not lose hope. you can take part in the spot counselling round where , based on the vacancies available, they offer you direct admission to a management seat.Kindly go through the below article to know the dates for the registration of the same.

No, you cannot participate in UPSEE counselling for further rounds if you withdraw in between. The option of withdrawal can be exercised by a the candidate if he/she is not satisfied with his/her allotted seat and does not wish to participate in the further counselling rounds.
