Character Certificate is usually issued by the institute which you have  last attended. You can visit your institute and request them for issuing a character certificate for you. If you are a private candidate, you can take out  the print out of format of character certificate and can get signature from gazzeted officer with their official stamp.

Both your general and quota rank are on the higher side. Getting a government college seat is improbable now unless you have a good SC or ST reservation rank.

With such high quota rank, it seems unlikely for you to get in counselling for government college seats as for that you need to atleast get a general rank of 5000 with some quota rank.
