Yes, it is essential for both proforma a1 and a2 to be submitted with the domicile certificate for admission through the wbjee, which stipulates that parents must have lived in Wet Bengal for at least 10 years. Alternatively, you can submit proforma (b), whose parents have a permanent address in West Bengal.

Since you fall in the general category it is not possible to get into a government college at this rank. As you might be knowing that there are very few government colleges in Bengal, and CSE is the most popular branch nowadays, so the cutoff for CSE goes sky high.

WBJEE 2022 cutoff will vary as per different institutes, courses and for category of candidates. The authorities will consider various factors for determining the WBJEE cutoff like number of applicants, number of seats, previous year cutoff trends, etc.

The West Bengal Joint Entrance Examinations Board (WBJEEB) was established in 1962 by Government of West Bengal in exercise of the powers conferred under article 162 of the Constitution of India in pursuant to No. 828-Edn(T), dated 02.03.1962.
Subsequently in 2014, the Government of West Bengal enacted the West Bengal Act XIV of 2014 to form The West Bengal Joint Entrance Examinations Board and empowered it to conduct Common Entrance Examinations for selection of candidates for admission to undergraduate and postgraduate Professional, Vocational and General Degree Courses in the State of West Bengal and to conduct on-line counselling process or otherwise adopting a single-window approach.
WBJEE Eligibility To Engineering Courses
Candidates must have obtained at least 45% marks (40% in case of candidates belonging to reserved category, e.g., SC, ST, OBC-A, OBC-B, PwD) in the above three subjects taken together. Students must have passed English in the 10+2 examination with at least 30% marks.
In order to get admission in Government colleges you should have the domicile of West Bengal. Other state students can apply for WBJEE Entrance Exam but they will be eligible only for the private colleges of West Bengal.
