It is not mandatory to take Mathematics in 11th class to appear for 12th exam.But it will help you a lot if you have Mathematics in your +2.Because in new syllabus there are many topics of Mathematics which is related to 11th and 12th syllabus.

Yes you can join in any lower college and you can write Jee again . But if you again get less marks in coming year it might be problematic that you have to continue in the same college. But you have an opportunity of writing again in april,use it well. Don't waste an year ,if you have a chance in two months. So prepare well and give your best now. Incase if you are joining in low college and next year you are getting good marks that's fine,but i feel like you can't concentrate on both i.e,college and mains at a time. So,use the chance now.

Sudarshan Kumar answered well here and i am not against his views and opinions in any way but i will like to interrupt saying ki I have faced the similar situation and I dont want you to go through the same problems that I faced. So I will tell you. out of the long list of books thats been mentioned over here, I will recommend you to stay on a ground level meaning CET is not as tough as JEE is and also not easy as BOARDS is, so you have to wisely choose the preparatory tips for self. And the saying that studying JEE books will help you prepare for CET also only applies for some who maybe can finish 3-5 books for a single subject. I will tell you to stick to one book each for PCM if you aim to crack ONLY AND ONLY cet.
For Physics, you can go with MARVEL PUBLICATIONS for MCQs.
For Chemistry, the best one is MTG CHAMPION book.
And for mathematics you can go with RD Sharma or solving all the questions of government textbook might also help yopu in a good way.

Now, you are in 11th class . So, you have approx 1 year for preparation for JEE Mains 2021 . It's not too late to start . You have to stay focus and study according to your self prepared timetable . According to me , you should give more time to self study.You should study everyday and revise each and every topic thoroughly . There are various books for JEE Mains preparation. T
