As you said you have done engineering but as engineering do not have Biology subjects and since the qualification for NEET is all subjects including Physics, Chemistry and Biology so your highest qualification will be considered as 12th in which you have completed with PCMB, English and Sanskrit as my subjects from Maharashtra State Board.
So according to this rule, your code will be 2.
According to code 2, all the students who have passed class 12th in 2020 or in past year, then they come under code 2.
So you should fill code 2.

When you fail in 12th and then again appear in examination, then you appear for it as a private candidate . And as a private candidate you are eligible for neet. And it doesn't matter even if you have failed twice i. e in 2019 and 2020 .
This is because,
The case of eligibility of private candidates for Neet examination is in Supreme Court but until the supreme court gives its judgement, private candidates are eligible for Neet examination, so one is eligible for neet as a private candidate in 12th provided they must have got:-
at least 50 % in aggregate of PCB i.e Physics, Chemistry and Biology/Biotechnology in 12th examination if belongs to general category
at least 40% in aggregate of PCB if belongs to Obc/ Sc /st category
at least 45 % in aggregate of PCB in case of pwd candidates to be eligible.
Also,
* to be eligible for neet 2021 one has to be at least 17 years old or more by 31st December 2021
* There is no upper age limit for Neet 2021
* There's no limit for the maximum number of attempts/times one can appear in NEET.

Yes of course you can apply for BSC nursing . any one can apply BSC nursing even after completing a degree
after BSC biotechnology you can't directly do MSC nursing. But you can do BSC or Diploma in nursing or general nursing and midwifery (GNM) . you apply these courses based on your 12th marks

If you passed your 10th class in 2020, then may be you should take admission that year in 11th class m if you are not admission yet then new admission in 11th it's not problem. But if you are already studying in 11th then your registration also occur for 12th from recent school. So the transfer very hectic and some schools don't give the transfer certificate also. If you have really some big problem or family issues then talk to the school authorities and try to convince them. If they are agree with you and give you the certificate then the new school if ready to admission then you will change the schedule in 12th class. Otherwise can't possible dear.

You are giving your 12th class examination in 2017. But you didn't passed it. So it doesn't matter how many attempt you will give. So you can give 12th examination again In this year 2021. But you have to clear your examination then you can get admission any college for graduation degree or any diploma course as well.

As per the basic eligibility criteria to be appeared in JEE main examination 2021, one must should have passed 10 + 2 level on 2019 or 2020. Candidates who are appearing for XII examination on 2021 are also eligible For jee main.

Dear aspirant,
It doesn't matter at all whether you have 2 years gap between 10th and 12th but one thing you should keep in mind that you should not take more than 2 years after 12th to clear jee mains exam because after that you won't be eligible to give the jee mains exams.
