For the course of Bachelors in Commerce, one is eligible if and only if he/she have passed the 10+2 examination. As a result, with only the ITI certificate you can't take admission to the course of BCOM. Now if you wish you can take admission to the course of Diploma in Engineering course with the ITI certification lateral entry but its not possible for you to go for the course of BCOM just after ITI.

No, you don't have to get the dates rectified. It has different dates because your marksheet was issues on a date different than that of your graduation certificate, that is December 2016 is marksheet and February2017 in certificate. It is completely ok to have different dates on both those documents.
Since your father has already retired and does not have any occupation to show as of now, the best way to fill that portion of the form will be to write 'Retired'.
People who have retired and do not have any salary should write 'Retired' in the occupation field of the form.

The university offers the course of BA, but the courses weren't offered in the university but its offered through its affiliated college. So if you wish to do BA from the University campus then its not possible as the course of BA isn't offered at the university campus.

Since you have passed your 12th class from an open school, you need to select Code 2.
Code 2 is for candidates who have completed 12 years of higher/secondary education or the Indian School Certificate Examination (ISCE), which is equivalent to Class 10+2. The National Council of Education Research and Training requires that English, Physics, Chemistry, Biology/Biotechnology, or Mathematics, or any other elective, be taken as a major subject in the last two years of study (NCERT).
Aspirants who have completed 10+2 with Biology/Biotechnology as an additional subject from the National Institute of Open Schooling (NIOS) or a state open school as a private candidate from state boards can apply under NEET qualification code 2.
