In UP board- candidate can give class 12 th exam again(same board) for improvement in score via improvement form only. But in case you have passed your class 12th already from UP board then it is not advised to give class 12th exam from same board again.
Kindly check it with your school adminstration for credibility of this rule in Uttar Pradesh
If it is so, you can still give class 12th from any other board or NIOS (National institute of open schooling)

There isn't anything illegal in pursuing your Class XI and Class XII again from a recognised Board to fulfil the eligibility criteria for a Competitive Examination, as everything thing you did was clear and transparent and you didn't resort to unfair means.

If you want to go for the course of Engineering, then you can't appear for the UPESAT examination as for UPESAT the upper age limit is fixed. For 2021, the age limit was that student born after or on October 1, 2000 are eligible. So as you can see that the upper age limit is around 21. As you have crossed the age limit you can't appear for it. But you can always apply for state Engineering for which in most of the cases there is no age limit.
Apart from this you can take admission in BSc courses as well or if you have done Diploma in any of the engineering stream then you can consider to go for the Lateral Entry BTech admission, in which you will be provided admission directly to the 2nd year of BTech/BE.

Yes definitely you can put that marksheet of class 10th in NEET 2023 application and your eligibility is determined through your class 12th result and that too from percentage of PCB not from your passing year or interval between class 10th and 12th, the reason being is there is no upper age limit till now, so you can definitely use that marksheet of class 10th in NEET 2023 application.
For your reference NEET eligibility criteria is given below :
** You must have passed 10+2 from any recognized central/state board.
** English should also be in your curriculum of class 12th and also you should have passed in it.
** You minimum age should be more that or equal to 17 years by December 31st of the examination year, as per the current eligibility criteria.
** As of now there is no upper age limit for NEET but the case is pending in Hon'ble SC and by 2023 if the verdict comes then the upper age limit may be decided and it can be either 25 or as decided by SC.
