No it is not possible for you to pursue master of technology computer science. This is because you have done Bachelor of Technology in mechanical engineering. Bachelor of Technology in mechanical engineering and Master of Technology in Computer Science are two different things.
In mechanical engineering you learn about machines but in computer science you learn about computers, their working and app development. For computer science engineering you are required to you complete your Bachelor of Computer Science Engineering with at least 50% marks in the aggregate.
However there are various colleges and Universities provide admission to the master of technology computer science to the students who have 3 or 4 years gap.

Hello. I hope you are doing great.. We can not download these certificates from Internet. You will get it physically by the concerned authorities. Or you can go to your battalion in your area and collect your ncc certificate or you can contact your teacher in charge for ncc in the school.

No matter when the results are out the batch determine the year of passing if you are enrolled in the batch 2013-2017 you will have to put the passing year as 2017 which is clearly written on the top of the certificate.
And as you stated that the result are printed and out in 2018 and the date is mentioned at the bottom it is already understood that you have the batch of 2013-2017 and the results of the final year came out in January 2018, so there is no need to stress.

Yes you can because the rules of different colleges and Universities are different for providing admission to the gap students. However there are various colleges and Universities which does not provide admission to the students who have more than 4 or more than 5 years gap in their studies after under graduation. If you get admission in any college or university then you have to start master of science course again from the first year.

If you want to improve you marks during your graduation you can surely do that. If you want to apply for improvement exam then it is possible if you have less than 50% marks in graduation. For this,You should have to do study hard, so that you can improve your marks.
