KSOU that means Karnataka State Open University Mysore was established in the year of 1996 another distance education council. The diploma degrees and pG degrees from this university is valid up to 2011. Because after decision that means 2012 to 13 session University Grant commission has cancelled its recognition due to violation of its norms. After this period who have achieved degrees from this university is not valid for any further education or employment even in the private sector also.
So if you get degree in the 2018-19 session or 2022 - 23 session that will be not valid for any education or employment in government neither in government nor in private sector jobs.

YES, you will be eligible to give NEET 2022 exam for this year. The Minimum age of any candidate must be 17 years. You haven't mentioned the course in which your friend is seeking admission. If he is seeking admission to 4 year B.Tech course then the eligibility is that a candidate must h ave passed 10+2 examination in 2020, 2021 or appearing in 10+2 examination in 2022. As your friend haven't passed 10+2 examination he is eligible to apply for KIIT, Bhuvaneshwari.

Eligibility for KCET
The aspirant who studied in one or more Government or Government acknowledged academic establishments placed in Karnataka for at least 7 years starting from class 1 to 2nd PUC / class 12 as on 1st July 2022 and must have appeared and qualified SSLC / 10th standard or 2nd PUC / 12th standard examination from Karnataka State.
Aspirants who studied and qualified 1st and 2nd year Pre-University Exam or class 11 and class 12 standard examination in Karnataka from an Academic establishment controlled or acknowledged by the State Government and either father or mother must have studied in Karnataka for 7 years or more.
