If the recruiting authority wants the EWS certificate issued before 25/04/2019, then your certificate isn't valid for it. But if your recruiting authoirty wants the EWS certificate issued after 25/04/2019 then its valid.
Now in general, for most cases, the issued after date is provided in the official notification. I would recommend you to recheck the information that its before or after and accordingly you will understand if its valid or not.

Suitability norm for acknowledgment into Civil Engg.
Must have qualified with 45% aggregate or more in 12th standard from a distinguished establishment and with 50% scores (40% for candidates of SC/ST category) in PCM or PCB.
Ranks in entrance exams such as IITJEE, BITSAT, numerous state-level exams, etc. are furthermore evaluated.
B.Tech Civil Engg lateral admission course program is a 3-year where the establishment directly admits you to the 2nd year of the B.Tech course.
It is strictly for certificate/diploma course aspirants
If you take admission into Civil Engg. then you have to accomplish the whole course in 4 yrs. You can't get the privilege of the lateral entry.

As of now students with biology as an additional subject are eligible for neet so going by this. Yes, you would be eligible for NEET 2022 if you studied Biology as an additional /optional subject from NIOS which is again a recognised board and also would be eligible for counselling
This is because,
The eligibility of students with Biology as an additional / optional subject is in the supreme court but until it gives its judgement students, these students are eligible for neet
Here's the eligibility criteria for NEET :-
-----------) Qualification required :-As per Neet eligibility to be eligible you must be either appearing for 12th board examination or should have passed 12th board examination with physics, chemistry ,biology/biotechnology and English as core subject.
† ††Important Note :- Students who have passed Biology as an additional subject are also provisionally eligible for neet until Supreme Court gives its judgement. For neet 2022 there's still time left so in meanwhile if judgement comes then eligibility of biology additional students will depend upon the outcome of judgement.

at least 50 % in aggregate of PCB i.e Physics, Chemistry and Biology/Biotechnology in 12th examination if belongs to general category
at least 40% in aggregate of PCB if belongs to st/Obc/ Sc
at least 45 % in aggregate of PCB in case of pwd candidates to be eligible.
-----------) Age limit :-
Lower age limit:- to be eligible for neet one has to be at least 17 years old or more by 31st December in the year of appearing for the examination .
Upper age limit :-The upper age limit is 25 years as on the date of neet examination and there's relaxation of 5 years for obc ncl/SC/ST /PwBD students means upper age limit is 30 years for these categories.
†††† But since 2018, the case of upper age limit is pending in supreme court , and so there's no upper age limit as of now until supreme court gives its judgement over it.

Now since you have not yet applied for the migration you can do the same or you can ask for the Transfer Certificate by knowing the exact procedure as stated by your Institute administration.

Earlier during the year 2017 Students from private board and open schools were not allowed to appear for NEET Examination, but now they are eligible.
Given below is the NEET Eligibility criteria for NEET 2022. Though the complete details for the NEET 2022 will be released in the official information bulletin released by National Testing Agency NTA soon.
• Following is the academic criteria a candidate has to fulfill to be eligible to write the NEET examination.
• Aspirant Must have passed 10+2 or equivalent with Physics, Chemistry, Biology/Biotechnology and English as core subjects from a recognized board. Class 12 or equivalent appearing aspirants are also eligible to apply for NEET.
• The class 12 percentage required for NEET 2022 exam is separate for each category and can be listed as under. NEET eligibility marks in class 12 to be considered are aggregate marks only for PCB subjects
• UR - 50%,
• OBC/SC/ST - 40%,
• PWD - 45%
• AGE WISE eligibility criteria is candidates must have completed 17 years as on December 31, 2022.
There is no upper age limit till the Supreme Court passes its judgment on it.
