Yes, you are eligible to appear for JEE Main 2022 if you have passed in 10+2 with Mathematics, Physics and Chemistry from a recognized board in the year 2019. A candidate is permitted to appear for JEE Main for three consecutive years from the year of passing in the qualifying examination that is 10+2 or its equivalent. As you have passed 10+2 in 2019 you are eligible to appear for JEE Main 2020, JEE Main 2021 and JEE Main 2022. It is to be noted that your final opportunity to appear for JEE Main is in the year 2022.
There is no eligibility criteria for the BSc course if you have qualified 10+2 some time before. As a result, you can obvious apply for Distance BSc course with out any doubt.

If you want to give NEET exam then you are required to do class 12th from PCB (physics,chemistry and biology).
Since you were an PCM student, you can study class 12th again from NIOS (National institute for open schooling).
After that, if you get qualifying marks in class 12th PCB which is 50 percent for general category and 40 percent for OBC/SC/ST category, then only you are eligible for NEET

If we match questions paper hardness level and other things then cut off may lie between 2019 cut off marks and 2020 cut off marks. There is almost very less probability of going up than 2020 because of question difficulty level and also less chance that it will reduce upto 2019 cut off marks.
So AIQ cut off marks for Gen/OBC/EWS category may lie between 595-610 marks most probably.
Although it's not fixed,just prediction based on various factors.

Yes, you can apply. Any student who has passed the 12th class or its equivalent exam in 2020,2021, or 2022 can give jee entrance exam. As the jee mains exam will be conducted 4 times in a year, you can apply to all of them and take admission to good engineering colleges in India.

Through up State counselling last college allotted for OBC category was GMC, BHAIRACH in both 2019 & 2020. So cut off for obc category in up was
in 2020 OBC - 605 marks & 17483
in 2019 OBC - 573 marks & Air 15259
so if your all india rank stay below 17k you have great chance of getting govt college in uttar pradesh.
