YES, you can join UPSC after graduation in b.Com (//b.Com) or if you have attained at least 21 years of age.
Study subjects like History, Geography, General knowledge, polity, general science, daily awareness and as you are a Commerce student, you might as well opt for Commerce subjects as optional. Take mock tests. Go through previous years' question papers. After attaining 21 years of age, register for UPSC CSE .
further, yes, there is field in UPSC which is related to accounts. The UPSC IAS exam has Commerce And Accountancy as one of the subjects in the list of optional choices for Mains exam which has 48 subjects in total.

I would suggest you to order the book that contains past year questions because studying accounts online book will become tedious and ypou will face problem . Hence, it is suggested to order the paperback .

For taking admission in Delhi University for b.com hons. and economics hons. maths is compulsory . You can take admission in b.com programme as maths is not a compulsory subject for taking admission in this course. Even for BBA maths is compulsory subject in CUET exam .
See the marks required for the courses in Commerce varies from colleges to colleges. If you want to go for the top colleges in India, then having 90%+ will be a safe choice for you. If you want to go for good colleges in India then having more than 80% is mandatory.
