I would suggest you to visit http://cet.kar.nic.in/cutoff.htm to get information regarding the previous year cutoffs for different colleges and branches so that you can shortlist the colleges where you can get veterinary medicine or bsc agriculture based on your rank.
Having said that, I will also say that the cutoffs vary every year depending on the number of candidates, their rank, the number of seats available, etc.

For doing B.tech in Agriculture, you can go to either of the two college. Shri Ramswaroop Memorial University and R.R. Group of Institute are both top colleges to do b.tech from if you have the pre requisite grades required. But if you have to choose between the two ,I would go for RRIMT as it is at 10th rank is all private Institute in UP affiliated to GBTU.

I think you have forgotten to mention the college name in which you are looking for admission in Agriculture Engineering . As each and every college have different fees structure so without knowing the details i can't be able to provide you with the exact fees structure.

Yes you have pretty fair chances of getting admission in any lower agricultural college through KCET counselling 2019. Hi ! There are several exams. JRF-NET, NET, JEFET Are all the exams through which you can do m.tech in agricultural engineering or any other higher degree in agricultural. But generally gate exam is most preferred and most convinent way to get into IIT for m.tech. so hope you understand and best of luck to you.
B. Tech agricultural engineering is a 4 years course in Kerala agricultural university with 60 seats intake. To get admission you should clear and secure a good rank in entrance test of university and 10% seats are filled by ICER. Also, you must have secured at least 50% in 10+2 with maths, physics and chemistry in your respective board exam.
