According to your question and taking into consideration that you want to know that whether your college fees will be refunded or not as you want to cancel your admission by 31st December.
I would like to tell you that if your college has given the deadline for withdrawing your seat by 31st of December then surely you would get 90-95% refund after deducting a certain amount.
But if you have already booked your seat and your classes has been started and you are attending it then you won't get any refund for the fees given to your concerned college.
I hope it would be better if you contact your college directly.

Candidates who get admission in AICTE approved institute and AICTE approved course in M.tech will get scholarship from AICTE if they take admission in self finance course. For SNS courses AICTE scholarship or fee reimbursement is not provided so without AICTE fellowship means no scholarship is provided for such candidates.

Part-time M.Tech has no value if you want to apply for Govt. jobs or teaching job.
However, if you are working in an industry, it may help you.
A full-time MTech course holds an edge over part-time MTech course. But, if one wants to gain good work experience and not give up job for full-time MTech course, one can still do it part-time. The advantage of doing a part-time MTech course will be that during the duration of the course, you will gain significant work exposure. There is no alternative for real life work experience and it always helps to achieve bigger things in life. So, if one can multi-task and do job along with part-time MTech course, then, one can go ahead with it.

Uploading admission letter instead of Bonafide will not be appropriate. You can write a letter or post a email for your principal or management requesting for the Bonafide certificate. They will provide you with the Bonafide certificate on your request. While requesting don't forget to mention about about the scholarship. College will definitely provide you with the Bonafide certificate but you should request for that.

The students who have an aggregate of 50%marks in masters degree from universities or institutions recognized by UGC in Humanities, Computer Science and applications, Social Science etc are eligible for the appearing in UGC NET.So you can apply.

There is no such condition that if your college (from where you'll graduate) should be aicte approved then only you can get into an IITs/NITs or IIITs after clearing gate.
The only thing you need to ensure that you've to maintain a good CGPA in your BTech (required to be eligible for appearing in gate exam) then after scoring a good rank in gate exam you can surely get admission into prestigious institute's like IITs/NITs etc. for higher studies.

It is sad that you had to face such a trouble. But before proceeding to compliant , kindly reach out to the college administration directly and clarify the situation and know your options. Also I would like to remind you that the university has some refund policy. As per their refund policy if you had withdrawn your admission by 30th August,2020, then the entire fee will be refunded after deduction of 1000 rupees.If it was before 30th September ,2020 then the fee will be refunded only if the seat you left is filled. And if the withdrawal was after September 30,2020 then I am afraid you are bound to pay the entire course fee . However , if the vacancy caused is filled through lateral entry later during 2020-21 , then fee amount excluding the 1st year will be refunded. So kindly confirm the date when you applied for refund and approach the admission authority before escalating the issue to higher bodies.
