All you need is a gap certificate. Once you have it, no one can stop you from entering your dream college. Also, try to score above 650 . Once you have proper score and all documents, no one will stop you.

The previous year cut off for the general category in AIIMS Rishikesh was 680 marks corresponding to rank 969. So, there are low chances of getting AIIMS Rishikesh as the cut off usually varies by 5-10 marks.
However, you have excellent chances of getting other AIIMS and reputed government medical colleges

In AIQ counselling, you might be able to get into another reputable government MBBS school at your expected AIR, and in state counselling, you have a chance to get into UCMC, Delhi. You can have opportunities at other AIIMS medical colleges, which opened in 2019–2020. However, it is quite difficult to get into AIIMS Jodhpur and Maulana Azad Medical College.

You haven't mentioned your category I'll assume you belong to Gen category students.
Last year at 650 marks, neet all india rank was almost around 4k.
Cut off rank from Maulana Azad medical College was AIR 1179 for Gen category ( marks approx 675-880)
cut off rank for AIIMS, jodhpur was AIR 649 and 685 marks for Gen category.
So now if we compare then you lag behind by almost 25-30 marks and there are very less chances that rank will improve this much. So you don't have chances in both this college at 650 marks.
Although you might get other good govt MBBS college at your expected marks in AIQ counseling and also you have chances to get UCMC,Delhi in state counseling.
You may have chances in others AIIMS medical College which is newly established in 2019-2020.

Yes boys are eligible for the BMLT course.
Candidates must have passed class 12th examination or equivalent from any recognized board. Physics, Chemistry, Biology, and English must be main subjects in class 12th examination. A minimum score of 60% for General Category and Other Backwards Castes and 50% for SC/ST is required.
The counselling of AIIMS nursing will commence after the declaration result of AIIMS Nursing 2022 depending on the nursing course. The mode of AIIMS nursing counselling will be conducted in online mode for B.Sc. (H) nursing. The officials have not yet declared the schedule for the counslling. Keep an eye on the official website or the link below for the latest information. The result of AIIMS Nursing 2022 will be valid for current academic session only.

To attempt the NEET exam, you must qualify the following criteria as NEET is now the sole exam candidates need to give to take admission in AIIMS, JIPMER and other government medical colleges-
Must have passed 10+2 or equivalent with Physics, Chemistry, Biology/Biotechnology and English as core subjects from a recognized board
The class 12 percentage required for NEET 2022 exam is separate for each category and can be listed as under. NEET eligibility marks in class 12 to be considered are aggregate marks only for PCB subjects

Yes you can definitely get into AIIMS if you fulfill all the criteria and get an appropriate score in NEET entrance exam. There no such rule that repeaters can not apply for AIIMS. Also there no such rule for negative marking for repeaters, its the same for all, if you have given a correct answer you get +4 and -1 for each wrong answer. If you have enough score and you fulfill the eligibility criteria you can definitely get admission there.
