As per the latest updates, admission in three colleges- Mahanadi institute of medical sciences, Sundargarh Medical College and Hospital and Jagannath Medical College will most likely start their admission with 100 seats each, this year. They all are government medical colleges. However, it is still not confirmed whether they will start their intake process for the session 2021.
The previous year cut-off for the colleges mentioned, for OBC category is as follows-
1. AIIMS Bhubaneshwar- 682; rank 570
2. JIPMER, Pondicherry- 682; rank 505
3. AIIMS Mangalagiri- 635; rank 7176
As per previous year cut-offs mentioned above, you have good chances of getting admission to AIIMS Mangalagiri. Also, please note that this is solely on the basis of the NEET 2020 cut-off, and might change as cut-offs vary every year depending on various factors such as difficulty level of the paper, number of students attempting it and category of the student.

The eligibility criteria to appear for the USMLE exam for Indian students is given below-
1. The candidate must be officially enrolled or a graduate of, a medical school outside the US and Canada listed in the World Directory of Medical Schools as meeting ECFMG eligibility requirements;
In addition, the candidate must fulfill any other ECFMG criteria as may be stated. Hence, yes, you will be eligible to give USMLE.

It is quite difficult to make any accurate prediction of your admission chances in any particular college because the cut-off keeps on changing every year depending upon various factors such as :-
*** number of candidates appeared in NEET 2021
*** difficulty level of the paper
*** top score for NEET 2021
*** total number of seats available for admission and so on.

No ,not at all it is very hard for any Indian to earn such a large amount in india , According to a research Australia neurosurgeon earn maximum in the whole world and that is approx 3 crore which is very very less than the amount you are asking about .
