It is really difficult to predict an exact cut off for a particular college or particular course since it keeps on changing every year. However looking at previous year's cut off trends for MS in OBG cut off rank were between 8121-9890 at all india level. So it can be really difficult for you to get a government seat with the rank you have mentioned above. You can try getting admission in Private colleges or through management quota, there might be few chances of your admission. As per the previous year cut off , i must say that yes you can get admission into NIT kurukshetra. As your rank lies below the previous year cut off of ME, CE , ECE , EE so there were many chances for you to get into Nit kurukshetra. But for CSE and IT the cut off is a bit less as compared to your rank i.e., fir IT cut off in around 9000 and for CSE cut is around 6000 , so it may difficult for you to get seat in these branches .

well according to the question, it is given that the velocity of sound at room temperature is 350m/s
Air column length is 70 cm
1- Closed at one end- Means it will act as a closed organ pipe system
As we know the fundamental frequency is equals to (N)= V/4l
hence calculating N as we have l= 0.7m and V= 350m/s, we get N= 125 Hz
as it is closed from one end we have to take odd fundamental frequencies
------->Pth overtone= (2p+1)*n, since we have to calculate for 2nd overtone p=2
we get, frequency for 2nd overtone = 625Hz
Similarly you can get frequency for open at both ends as we have to take even number of fundamental frequency.

Looking at the previous year's JEE mains cutoff, you have less chances of getting any good NIT's as the minimum number of seats for EWS category students in NIT's is only 3500-4000. So, you have to score a EWS category rank of within 4000 to get admission seat into any one of the good NIT's or IIIT's.
But do not worry as with the above mentioned category rank you can take admission in many of the state level engineering colleges and many of the state private engineering colleges.
Further, talking about jee advance, I may suggest you that if you think that you are fully prepared for it, then you must give the exam as by scoring good marks you can also secure your seat in good IIT's.
