Yes you can participate in the State counseling without participating in the All india counseling because the registration for both the counsellings are done differently.
In all India quota counselling you have to choose the medical colleges in whole india but in state quota counselling you have to choose and fill from state medical colleges.

So based on this, it is quite difficult for you to get a government seat. But, you can get management quota seats in deemed universities through all India counselling. There are almost no chance you to get mbbs govt. College at your expected marks.
Last year cut off for EWS category was Air 16994 & 606 marks. In 15% AIQ counselling cut off for EWS category was AIR 15004.
Also if we see previous trends also cut off doesn't go this much low for MBBS/BDS govt collage.
You may try for govt BAMS/BHMS college at your expected marks through state counselling.
