You cannot get free seat but if your parents' annual income is less than Rs. 2.5 lakh then you can claim fee reimbursement. You do not have to pay tuition fee if your parents' annual income is within the given slab as mentioned. Provided

1. Your family must have  wet land less than 10 acres or dry 25 acres or 25 acres wet and dry.
2. No member should be Government employee or pensioner (all sanitary workers are exempted.).
3. Family should not own 4 wheeler (Taxi, Auto, Tractors Exempted)
4. No family member should pay income tax.
5. In municipal areas owning less than 1500 sft of built up area

If you fulfill the given eligibility criteria you will be get full tuition fee reimbursement if you get admission in Government, Aided, Private Colleges affiliated to State Universities / Boards under convener quota.

Yes the final phase of AP EAMCET BI PC counselling 2021 starts from 31st January 2022. Online Payment of Processing Fee cum Registration and online certificate verification from 31.01.2022 to 01.02.2022. Self-Reporting& Reporting at college are from 07.02.2022 to 10.02.2022. The Qualified and eligible Candidates of APEAPCET-2021 (Bi.P.C stream) who have participated in first phase Counseling are informed to exercise their options afresh for the leftover seats.

It is difficult to predict exactly because Cut-offs varies from year to year. For your AP EAMCET Rank it is difficult to get Veterinary seat in good Colleges and you can try for Management quota seat.

AP EAPCET Counselling fee is Non-refundable fee. The counselling fee that you have paid will not be refunded regardless of the outcome at the end of the counselling. So you cannot claim the refund of the counselling fee which you have paid while registering for AP EAPCET Counselling. Only tuition fee can be refunded if you cancel the seat within the specified date by the convener.

The basic eligibility to apply for EAMCET is that:

• Candidate must be Indian nationals, POI.
• The candidate should belong to the state of Telangana or Andhra Pradesh.
• Candidates should satisfy the local/ non-local status of Telangana or Andhra Pradesh.

As you stated above that you belong to Tamil Nadu. So you are not eligible to apply for EAMCET due to nationality.

Since you have not mentioned your category and home state it is quite difficult to provide you the precise details. But at this rank, even if you are an SC Candidate your chances of getting a good government college are very less.

You can still try to get admission in some decent private colleges for the same course. Some of them are mentioned below:

The chances of getting free seat is less however you can get a seat easily ,i am not saying that the free seat might be difficult to get ,you may get it in different situations hope so .
