You can be able to pursue horticulture only in the government college with a rank of 8343 secured in the AP EAMCET 2020. As per the category and area wise cutoff, the cutoff for pursuing horticulture went up to 10861. But, it's an assumption based on the performance in the entrance exam and the cutoff from last year categorically. So just make sure you check the official results and see whether you've managed to be in the minimum qualifying range.

Does joining in loyola college of engineering for cse branch worth even bygetting 9k rank in ap eamcet ?
For securing 9K rank assuming under the open category, as. Local male aspirant, you can get a CSE, ECE seat in RVR and JC College of Engineering, Sree vidyanikethan Engineering college, JNTUA Kalikili, University College of Engineering JNTUK, Narasaraopet, Sri Venkateswara College of Engineering, Tirupati, Vasireddy Venkatadri Institute of Technology, Guntur, GMR Institute of Technology, Rajam, Prasad V Potluri Siddhartha Institute of Technology, Vijayawada and many more colleges.
Considering your rank Loyola College of Engineering is not the best fit I guess because if you can get better colleges with better infrastructure and placement opportunities. If you see the cutoff for Andhra Loyola College of Engineering 32k hence you can get a better college. But if you are comfortable with that college you can go for it. If not I suggest you go for a better one.
