AP EAMCET and JEE are both different exams. The counselling for both exams does not depend on each other in any way . The counselling schedule for both exams will be independent of each other. Appear for both the counsellings and see what option is better for you and choose accordingly.
JEE
The counselling schedule has not been released by JoSAA. However, the counselling is expected to begin from 12th of September.

In the result of any all India based entrance test, there are two ranks.
One is the AIR , i.e. All India Rank, irrespective of the caste or category. The second one is category rank. Here, the merit list is prepared separately for separate categories or castes like SC,ST,OBC,EWS.

AP EAPCET 2022 registration will start from August 22, 2022 and the last date to register for phase 1 counselling is August 30, 2022. You can register during this period on any day. You can obtain intermediate short memo for now which is valid for you to upload for document verification. So please visit your institute and obtain intermediate short memo as early as possible to register before August 30, 2022. The mode of document verification is only and it will take place from August 23, 2022 to August 31, 2022. To register for the counselling visit the website with the link given below

You can get partial fees reimbursement but can't get full fees reimbursement as your AP EAMCET rank is above 10k. If you De eligible for partial fees reimbursement then apply for it.

Yes you can get admission to KL University based on the rank in AP EAMCET. To get seat in KL University your rank should be around 30000.

As you got 38000 rank in AP EAMCET. As you didn't mention your category so we will consider you as a general category student. According to General category there are less chances to get a best free seat in best college. But you may get seat in top colleges in some branches like mechanical engineering branch, chemical engineering branch and many others without fee waiver seats.
