No you'll not get rank as you have not qualified for the examination.

If you have not qualified eamcet and want to do engineering, then you can seek admission in some private colleges but they may require you to pay donations as you haven't qualified eamcet. Besides this if you have good marks in 10+2 ,it will give you a way to get into colleges.
