You have secured 85 percentile and you have the obc category reservation but let me tell you that the cut offs are much higher there and you must score atleast 92+ percentile in order to get the lowest branch in the obc category even. However there are conditions to be considered like choices filled by the candidates,number of candidates appearing in the examination, number of vacant seats in college, previous years cut offs and difficulty level of the paper.

According to previous year's cut off trends candidates from general category required minimum 550-580+ marks in NEET to get admission in government college for MBBS. With the score you have mentioned above, it can be difficult for you to get admission in government college. However you can try in semi government or private colleges there might be pretty good chances of your admission. You can apply through state quota as you have mentioned that you belong to that state. According to the marks and category, you can get a seat in BVSC this year through NEET, I would say attend the counseling process sincerely for that.
Now if you want to get admission through AP EAPCET which is a state-level examination conducted for admission to various courses of Engineering, Medical, Agriculture, Veterinary, etc. According to the previous year, the marks required for you to get into veterinary colleges are 40 for bc and 35 marks for both SC and ST.
At 3796 rank and SC category, I guess you can get a seat in BVSC in Andhra Pradesh.
TS EAMCET is also a state-level exam whose cut-off varies year to year and secures 33% reservations for female candidates. The qualifying mark is 40 out of 160. Being an SC candidate and having a rank of 1197 is good enough to get into P.V. Narsimha Rao Telangana Veterinary University.
