You need to choose code 3 if you have passed from AP state board.
This is because,

Engineering Agricultural and Medical Common Entrance Test , generally called EAMCET, is an entrance examination geared out individually in Andhra Pradesh and Telangana for access to numerous academies in both the states in the courses of Engineering, Medicine and Agriculture.
This exam is only for AP and Telangana native students. So, you are not eligible.

As per neet information brochure those who belong to OBC ncl category at state level but are not in the centre list need to select general as their category while filling the Neet application form.
But don't worry, you can still choose BC - D in your state counselling form because in state counselling categories are there as per the reservation system of that particular state.
