As per your mentioned details, you have specified that your friend have qualified GATE so he/she is eligibile to take admission in the college.So let him/her apply for the college and give high prority to VLSI to get an admission. There is a high chance of your friend getting admission in VLSI but there is also very high competition as there are many students with qualified score. So it totally depends on your friends' luck.
