yes , you can eligible for councelling . In Andhra University for general category cse cutt-off is 970 . it may difficult to get cse with this rank , but you can eligible for other branches as andhra university has 15 engineering courses available.

B.Tech +M.tech Dual degree program at Andhra University is a combined course of 6 years where the students are alloted to the core branches considering their ranks in AUEET. However, you have the choice of leaving the course after completingyour B.Tech if you change your mind. The placements are amazing as well. The course is definitely worth keeping in mind you graduate with two degrees and save up a lot of your money. The highest salary package is 15 LPA and the average package is 5-7 LPA.

Your rank is far higher than the cutoff to get a seat at Andhra University if we look at the cutoff trends of the last few years . A rank of at least 7950 or lower is required to be admitted to Andhra University. So the likelihood is quite low. Although it is a respectable rating, I advise you to apply to several other reputable universities.

cutoff rank for CSE in 2018: 1000-1100

As CSE is most popular and demanding branch so usually cutoff of CSE rises and always sit on peak only. students have to really work hard for this rank range.
Multinational companies need full time graduation with 60% marks. Most of the companies are making it necessary for the people who apply for the job to be a full time graduate. I'm sorry to say this but distance education graduation is not necessary to get a job in multinational companies. Many companies have rejected the application forms just because the candidates have a distant bachelors degree. Indian IT Companies work on the model of providing services at very low cost. So they want cheap employees, who have everything good on paper, to get easy visa.
In some companies like IBM, Google, Microsoft etc they value your skills. They want right person for a right job. They will give you training and if you are good at your job you can work there.
Degree taken through distance education is valid to get job in MNCs. But most of Indian multinational companies are not considering that. There are also many companies that value your work and skills along with your qualification. Not weather you are a regular or a distance education graduate.
