According to your marks obtained in the Tamilnadu National engineering admission test of examination is 189. According to the Previous years cutoff there is a chance for you to get computer science engineering features cut off marks 183. For mechanical engineering it was 194.25, for civil 179.. As you are SC category student and marks in entrance examination 189 there is a great charge for taking admission in Anna University Engineering science or other courses admission.

In 1944, the University of Madras' A. C. College of Technology established the department of chemical engineering. The department was moved to the unitary-style Anna University, which had just been established, in September 1978. The department, which began with a course in chemical engineering at the undergraduate level, now offers courses at the undergraduate and graduate levels in chemical, petrochemicals, and environmental science and technology.
Candidates must successfully complete an exam at the 10+2 level or an equivalent with a minimum of 50% overall and PCM as required subjects. Visit the TNEA website to fill out an online application for the BE/B.Tech and B.Arch programs provided by Anna University. Documents will then be verified at the TNEA Facilitation Centers (TFCs).
The admission authority is the only one who can confirm the final seat allocation.
Rather than going for Anna University, I would highly recommend you to go for well reputed national institutes like Indian Institute of Information Technology Una and IIIT Bhagalpur. A brief comparison of both are as follows:
Ranking: Both are new colleges and thus unranked, but Una is a better and more beautiful place than Bhagalpur.
Placements (ECE): IIIT Una: Highest: 44 LPA, Average: 11.01LPA IIIT Bhagalpur: 30 LPA (CSE), Average: 8.5 LPA (all)

Anna university suggests the students who want to get transfer to elf-financing Engineering Colleges / Government Engineering Colleges / Autonomous Engineering Colleges are required to communicate "The Commissioner, Directorate of Technical Education (DOTE), Chennai - 25" via the Principal of the respective Colleges.

see if you want to take admission in a government college than your board physics, chemistry and maths marks doesn't matter a lot. you have to face a comparative exam to get a seat in that college.
but if you want to join a private college than your marks matters here and definately with this marks you get any colleges outside AP.
