Firstly, this question totally depends on one thing that is your interest. You are not comparing colleges for same branches instead its between 2 separate branches. I will suggest you to go for the branch you like rather than comparing the 2 institutes. No matter how good is the college, if you dont like the branch you cannot put your 100% efforts. This will eventually lead you to no where.
But still you have asked so i will answer.
As per the NIRF ranking,
The parameters taken for ranking are of high importance such as research, infrastructure, placements, teaching and many more. Keeping in mind the reliability of the source, Anna University can be prefered.
But eventually what matters more is your choice. If its ECE that makes you to study more than go for ECE, otherwise Mining Engineering.

Tamil Nadu Engineering Admissions (TNEA) Counselling is conducted by Anna University to fill the engineering seats across Tamil Nadu.
TNEA admission process is based only upon the cutoff marks scored in 12th class, not based upon the 12th marks. To calculate the cutoff marks, refer the formula given below,
Cutoff = M + (P/2) + (C/2)
where M denotes the Mathematics marks, P stands for the marks scored in Physics subject and C stands for the marks scored in Chemistry subject.
After calculating the cutoff, you can visit the previous year cutoffs link provided in the official website of TNEA for your further reference. After the release of rank list, you can also visit the TNEA college predictor which is given in the below link,

Admissions in Tamil Nadu Engineering Colleges is processed by TNEA counselling conducted by Anna University. The admissions are also carry forward by the cutoff scored in 12th class.
The formula used for calculating the cutoff is as follows:
Cutoff = M + (P/2) + (C/2), where M denotes mathematics marks, P denotes Physics marks and C denotes the marks scored in Chemistry.
So, your cutoff is,
Cutoff = 75 + (93/2) + (99/2) = 75+ 46.5 + 49.5 = 171/200
The cutoff for TNEA is 171 out of 200.
The cutoffs for CEG, MIT Campuses is relatively very high. The chances are very less to get a CSE seat in both of the colleges. But, under Anna University, there are many top Autonomous colleges and affiliated colleges. There are lot of chances to get a seat in any of those colleges for CSE.

Yes, you can apply for Anna University TNEA counselling in 2022. There are no certain restrictions. Many repeaters who couldn't able to get a seat are applying for TNEA.
But, you don't lose your hope. Prepare well, be strong in the exam contents and attend many mock test.
