I would like to inform you that with a ranking of 3033 in wbjee under the cateory obc-b , yes , you will definetly get Architect in Jadavpur University.

In fact as per previous year cutoffs closing rank for architect is around 6k for obc-b category at the end of 3rd round.

In the degree pf architecture, there is a subject named Theory of structures for 2-3 semesters, that has a base of physics in it and is more closely related to civil engineering but there is no requirement of chemistry in architecture.

For the information provided by you about your JEE and NTA Score, it is pretty obvious that your score is a decent one. However, expecting to get a government college is a thing that every oe wants, and can only be acclaimed by some. So, nothing can be said abut the cut of trends as they tend to change every year, but, you could be getting a government college at this much score as per the last year cut off trends. All the best!
