SO with regard to your query, YES you can take BCA course after completion of Arts branch in 12th standard. However you should keep in mind two points:
1. You need to complete your 12th with 50% of aggregate marks from any recognized board.
2. You will not be able to take MCA after completion of BCA, because to pursue MCA one need to have Mathematics subject in their 12th standard.

Firstly you should stick to your interests you studied so hard for what you have now but recently your interest field changed that's why your family is worried about you so, you should look for something you will never lose interest in. Now if you are 100 percent sure about your art field and want to pursue it for a long time then explain it to your parents.
Explain to your parents from your point of you why you want to change it and what problems you are facing. Don't lose hope until you get your target. they will finally understand you. but first, you need to show them your weakness in this field and how strong your audacity is towards art. Make them feel your interest that you are even ready to lose what you earned while facing so many things.

In response to your query, the official form which has to be filled for the examination does provide you the language to give the exam in, if you filled English as your medium of language then that would be followed in the exam. However if a correction window is still open to change the form then you do the same or if it's a computer based examination sometimes there is an option to change the medium of language, but that would really depend on the examination you would appear for and the candidate should watch out for changing the language while reading the instructions for the question paper.
