If you again appear for class 12th from different board for Science stream (PCM background) then you can definitely appear for JEE Main and-Advance in 2024 because if you start your class 11th now then you will be appearing for your class 12th examinations in 2024 and in the same year you can appear for JEE-Main and then upon qualifying JEE-Main you can also appear for JEE-Advance.
JEE-Main eligibility criteria is mentioned below :-
1--- Age criteria :- There is no age limit to appear in JEE-Main but note that there might be the age limit in any particular institution taking admission through JEE-Main score, so you should keep this thing in mind.
2--- Qualifying Examination :- To be eligible for JEE-Main one should have passed 10+2 examination with Physics, Mathematics as mandatory subjects along with one of the Chemistry/Biotechnology/Biology/ Technical Vocational subject from any of the recognized central or state board.
3--- Year of qualification :- For JEE-Main 2024 only those candidates who have passed Class 12 / equivalent examination in 2022, 2023 or 2024; or those who will be appearing in Class 12th / equivalent examination in 2024, would be eligible to appear.
So if you follow all above criterion then you are definitely eligible for JEE-Main.

Para cammandoes are the special task units of Indian military. You cannot directly be a para commando but you would have to serve the Indian army and following your performance, examination and discipline you would be promoted to this sector. Now to join military or Indian army after class 12th you need to write NDA examination and for which you need to have Mathematics as a compulsory subject. So even if you take Arts you can join the Indian armed forces provided that you have Mathematics as yourr subject. Now it is also important to know that you would not be considered for Indian Air force or Navy because they need physics as compulsory subject along with mathematics.

No, its not possible to take arts in 11th standard and then shift your stream to engineering and that too in computer science domain.
Information technology is a course for which you need to have knowledge computer science and mathematics atleast. And to gain this knowledge you have to take science in your class 11th.

No it is not possible for an Arts stream student to apply for Maharashtra common entrance test. The minimum basic eligibility criteria is to complete 10 + 2 Class level board examination and must have studied Physics, Chemistry, and Mathematics as compulsory subjects.
