the eligibility criteria for domicile for Assam state is as follow:
Either of the parents should have lived for not less than 20 years in the state and candidate should have done his classes 7th to 12th in Assam.
Parents or forefathers of the applicant have permanent residence in the state of Assam for a minimum of 50 years.

No, you cannot get assam state quota if you haven't completed your 7 to 12th class in Assam, it doesn't matter even if you have land in Assam
This is because,
To be eligible it's mandatory to study your 7 to 12th class in Assam.

Dear aspirant,
As you mentioned that you have done your schooling from 10th , 12th from Delhi so let me tell you that you are absolutely eligible for the 85% home state quota in delhi but for obc certificate your central certificate won't be accepted because they won't allow it. You have to make it from Delhi itself and it has been mentioned in the guidelines also.

if you have not registered yourself for Assam state counselling for NEET 2021 in round 1 then you can participate in round 2 of the counselling by doing fresh registration from the portal upon official notification.
