Yes you can do 2 dgree at the same time , once in regular degree and the other one distance course. This is also called as dual degree course but you can't do both degree on regular basis. Your one degree must be regular and other one must be distance course.

Yes, you can take admission in b.tech and b.arch college offline.Most of the private colleges are providing admission in offline form. You are required to visit these colleges personally and satisfy their eligibility criteria to take admission. However , if you are targeting a good government college, then you should appear for competitive exam like jee mains and JEE advanced, comedk , bitstat, etc. As per your course.
