Yes, you are eligible to take the GATE exam but you will not be able to take the benefits after qualifying this exam.. For this you have to complete your graduation first. .
Because there are several good opportunities after clearing the gate with good rank.. You can go on for further studies like M. Tech form any good institution like iisc, iit, nit, iiit etc..
But you need to do first start preparation of gate along with clear your back.. You can help of any coaching institute like made easy, join test series of them and continue your preparation with your back.
If it is about backlogs, then also you can write GATE exam, but before admitting to M.tech or PSUs , you need to clear all of them.

There is nothing like an Average BTech student. One needs to figure out their interest field which they want to make as the career option.
Also through GRE, taking admission in the top 100 universities in the world in quite tough. So you need to prepare properly and thoroughly for it. Prepare your own notes, revise previously done topics and stay updated.

Yes in btech college you are allowed to use scientific calculator for calculation during examination time. There are subject like basic electrical where you cant do Calculation by yourself. So you are allowed to use scientific calculator in any exam.

scholarship given by universities or government(state/centeral) is mostly given on the bases on merit or on the bases financial conditions.
there are no such exams for scolarships.
